They do not hold well

They are made to be hung on a shower curtain rod or closet rod. To hang them on a door you would need add some other rod of some sort to hang them on.

The hooks are stationary and do not turn; so probably not. These are best hung as if they were a hanger on a rod. Also, they don’t open terribly wide, so not suitable for thick-topped boots. However, they are strong and “grippy” and work well for hanging my boots.

I would tend to think so, but protect your door first in order to not damage it. I bought a felt tape to protect my thick dressing rods.

The clip itself does rotate around the hanger. They are pretty strong clips for their size. I use them to hang my chips and bags of other things in my pantry.
